OpenSpec change: openbuilt-notifications

Spec path: openspec/changes/openbuilt-notifications

Queued for Hydra build (placement/IA-aware spec already in repo). Remove ready-to-build to pause; add yolo for auto-merge after AI reviews pass.

Backfilled into queue 2026-05-26 after repo→DB reconciliation.
