Hydra build expectations

Manifest-first per ADR-022/024/031:

• Schema declarations in lib/Settings/procest_register.json (or equivalent)
• src/manifest.json updates for any new pages/widgets
• Tests for any net-new behaviour
• Minimal-to-zero new PHP service classes (domain logic in x-openregister-lifecycle rules)
• Consume from OpenRegister (RBAC, workflow, audit, approval) — do not reimplement

[Hydra Supervisor] Orphaned build:running label detected (worker exited without emitting a verdict). Escalated to needs-input. Check logs/pipeline-462-* and logs/reviews/procest-462-*.jsonl to diagnose, then apply retry:queued or rebuild:queued to resume.

[Hydra stage-guard] Orphan stage record — the pipeline reached a point where it would have set build:pass but hydra.json has no record of the build stage running. Per the record-or-die contract this label transition has been refused. Reason: hydra.json missing build stage record on feature/462/gis-integration. Leaving the issue at needs-input until a human investigates why the stage wrapper did not call hydra_record.py append-stage before the label flip.
