Reverse-spec for the Concept Organisaties dashboard widget. New 'concept-organizations-widget' capability with 1 REQ covering the asset-loading contract (runtime, vendor, nc-vue, widget, stylesheet in dependency order). Metadata getters remain bucketed as plumbing. Refs #285
