Reverse-spec for GebruikService (read-side facade for gebruik records). New 'gebruik-services' capability with 2 REQs: paginated gebruik retrieval + application UUID extraction. Sync-side stays under method-decomposition#REQ-DECOMP-011. Notes flag getApplicationIds() malformed else-if / unconditional getObject() call for follow-up. Refs #285
