🎯 What: Extracted nested functions upload_step_sarif_file, normalizer_output_file, and workflow_job_step_blocks out of scorecard_sarif_upload_normalization_violations into the module scope.
💡 Why: Splitting long functions improves readability and testability.
Verification: Verified syntax and ran the script to confirm there were no regressions.
Result: Improved codebase health and function readability.

Closing as stale and over-scoped. The intended code-health change is bundled with broad local workflow and supply-chain changes. Keep review governance centralized and reopen only a narrow script-specific PR if still needed.
