首次以 harness-only 接入纪律包并钉 pin/manifest 至 2.18.0；存量 active/done task 补 wiki_delta（缺字段 close 将 BLOCK），文档说明勿默认 --allow-wiki-gap。 Co-authored-by: Cursor <cursoragent@cursor.com>
