What does this PR do? What is the motivation?

Adds an "Agent skills" section to the Software Delivery MCP Tools getting started page, documenting the triage-flaky-test and unblock-pr skills. Structure and format mirror the existing Agent skills section in the LLM Observability MCP server page.

The section covers:

  • How skills load automatically via the MCP server when a prompt matches their purpose (zero-install path)
  • Optional local install via npx skills add for explicit slash command invocation
  • Summary table of both skills
  • Per-skill descriptions with usage examples

  • Ready for merge

Additional notes

Skill set name dd-software-delivery is a placeholder — to be confirmed when the skills are published to datadog-labs/agent-skills (tracked in the same SDCT-405 ticket).
