What does this PR do? What is the motivation?
Adds an "Agent skills" section to the Software Delivery MCP Tools getting started page, documenting the
triage-flaky-testandunblock-prskills. Structure and format mirror the existing Agent skills section in the LLM Observability MCP server page.The section covers:
