Permission descriptions

Hi,

After running the postgresql migration the permission descriptions got messed up. See attached screenshots.

I have replicated this on my 4.1 test environment which used the postgres migration script. However the migration does not touch the PERMISSION table.

Have a similar issue with components' comments after running migration from 3.8 to 4.0.
