[BUG] Scoop manifest URLs showing as devolutions.net instead of github.com

• I have searched for my issue and have not found a work-in-progress/duplicate/resolved issue.
• I have tested that this issue has not been fixed in the latest (beta or stable) release.

Describe your issue

Rather than the listed manifest for scoop packages showing up as on Github URLs, they appear to point to non-existent and incorrect pages on devolutions.net

Meanwhile the actual manifests are at: https://github.com/ScoopInstaller/Main/blob/master/bucket/exiftool.json and https://github.com/ScoopInstaller/Extras/blob/master/bucket/notepadplusplus.json

Winget updates appear unaffected. I will note that this is temperamental, sometimes it displays the correct URLs as expected, other times it does not.

Steps to reproduce the issue

Open a pending Scoop update and sometimes the manifest URL will be pointing to the incorrect URL.
