DS Build doesn't install Neue & compile source

DS build script is missing a couple steps to get a fully functional front-end environment:

1. npm install in the paraneue_dosomething/ directory to configure Grunt project dependencies
2. grunt build inside paraneue_dosomething/ to build the theme SCSS/JS
3. bower install inside the paraneue directory to install Paraneue's bower dependencies

This isn't blocking front-end development at all, but it's blocking automatic compilation for the back-end team.
