No bzip2 in overlay so `man` does not work

It is installed in the Prefix:

$ /cvmfs/pilot.eessi-hpc.org/2020.12/compat/linux/x86_64/startprefix
Entering Gentoo Prefix /cvmfs/pilot.eessi-hpc.org/2020.12/compat/linux/x86_64
$ which bzip2
/cvmfs/pilot.eessi-hpc.org/2020.12/compat/linux/x86_64/bin/bzip2

But that path doesn't get added to $PATH. I think @boegel proposed that we could try that for the next pilot (but I can't find the corresponding issue anymore)?

Ah, that explains why I couldn't find an (open) issue ;-)

So we do add $EPREFIX/usr/bin, but not $EPREFIX/bin. Does it make sense to add that one too?
