The number of inputs and ouputs is known to be valid when constructing from hex/bytes, as the tx data has been iterated to analyze it. Allow fully pre-allocating the inputs/outputs up front for efficiency.
As per the previous transaction change, allow full pre-allocation of huge psbts (for example when cloning or creating from a transaction).
Prevents the supported versions from becoming out of sync when the wheel build is updated.
