Pull Request Overview
This PR introduces a GitHub Actions workflow for MSBuild-based CI/CD to automate building of .NET/C++ projects. The workflow provides automated building and testing capabilities for Windows-based development.

Using the legacy nuget.exe CLI for package restoration is outdated. Consider using 'dotnet restore' instead, which is the modern approach and works with both .NET Framework and .NET projects.
