At one point we used the reduced costs for existing assets as coefficients in the appraisal optimisation, but this was removed in #891. For this issue, though, we will want the reduced costs for all assets in the appraisal optimisation and, possibly, also the main optimisation (i.e. whenever we run dispatch).
If we decide we can live without having these values for the main optimisation, we could include them in a single debug_assets.csv file; see #809.
