Sign Editing Only #2251

The Problem
Hi! I want to make a noticeboard where anyone can write on preplaced signs, but they can't break / place signs. This is to keep them in designated slots.
I tried this by setting the build flag to deny but allowed use and interact. This didn't let the player edit. They could only edit my signs if they had build permission.
A Solution
Maybe it is possible and I'm doing it wrong. But if not, could you make a flag that's only for sign editing?
Alternatives
I could create tiny areas with build access so people can place signs only in the given slots. But this would lead to many disjointed areas. I also wanted to maintain a theme so they don't change what sign type is there.
