Setting teleport-cooldown to 10, however user is still able to perform teleportation without cooldown.
Steps to reproduce
- Set teleport-cooldown to 10
2. Reload Essentials
3. Attempt to spam teleport, as a non-OP with no bypass permissions
Expected behaviour
Teleport should be restricted.
Actual behaviour
Teleport is not restricted.
