Issue found when executing #10135

Action Performed:

1. Go to the sign in page of new Expensify
2. Enter your login details but not your password
3. Press Forgot? on the password page
4. Go offline

Expected Result:

Offline indicator appears and is not offset from the left

Actual Result:

The Offline indicator does not appear resend form
