Issue found when executing PR #12762

Action Performed:

Precondition: use the same device for 3 accounts

1. Launch the app
2. Have account A request money from account B
3. Cancel a request from account A
4. Have account A request money from account B
5. Decline a request from account B
6. Have account A initiate a Split with Account B and account C
7. Pay a request from account A from account B

Expected Result:

Able to Pay a request from account A from account B as "I'll settle up elsewhere"

Actual Result:

infinite loading is displayed when select Pay as "I'll settle up elsewhere"

I was able to reproduce.

• For account A I used manager.kluger@expensicorp.com
• For account B I used sasha@expensifail.com
• For account C I used sasha@expensify.com

1. I requested then canceled a payment request from manager.kluger@expensicorp.com to sasha@expensifail.com
2. I made the same request again, then declined from sasha@expensifail.com
3. I made a split bill request from manager.kluger@expensicorp.com to the other two

I was able to select the "Settle Elsewhere" option and it worked fine from sasha@expensify.com, but when I tried the same from sasha@expensifail.com, I got the endless spinner.

@luacmartins I noticed that you had the "Pay from Expensify" option - I didn't see that option when I reproduced. I wonder if it only happens when there is no wallet? Not sure what triggers it, it's a pretty specific set of steps to trigger the issue and feels like a bit of an edge case, but still a bug.

@kbecciv you mentioned that you found this while testing this PR. Do you think that this is a regression related to that PR, or do you think it's an existing bug that you just happened to find while running through those test steps?

I haven't looked into this in more details, but my guess is that IOU reports are not being returned properly by OpenReport and the data is not available. Not sure what's causing this though.
