Action Performed:

1. Go to https://staging.new.expensify.com/home (login new gmail account)
2. Open a self DM chat
3. Enter > ga
4. Send the message
5. Long press the message sent and select copy to clipboard
6. Paste the test in compose box
7. Tap plus icon next to chat input
8. Tap create expense
9. Enter an amount and tap next
10. In description, paste > ga

Expected Result:

Quote markdown must be copied in compose box and description.

Actual Result:

Quote markdown is not copied in compose box and description.

Please re-state the problem that we are trying to solve in this issue.

Quote markdown is not copied in compose box and description.

What is the root cause of that problem?

There're many places that enables isMarkdownEnabled, but lack of using useHtmlPaste such as RoomDescriptionPage, IOURequestStepDescription, ... It's not good pattern since we have to add useHtmlPaste hook when isMarkdownEnabled is enable

What changes do you think we should make in order to solve the problem?

isMarkdownEnabled is used in BaseTextInput as the root component, so we need to fix it here

    useHtmlPaste(input, undefined, false, isMarkdownEnabled)

Then inside useHtmlPaste, we disable paste logic if isMarkdownEnabled is false here

 useEffect(() => {
        if(!isMarkdownEnabled){
            return;
        }
...

    }, [isMarkdownEnabled]);
