Feature Description

Right now, when you open the Accounting section of the workspace settings, whether or not you see the Card reconciliation option depends on whether you have an Expensify Card feed with a settlement account based on the logic here. That logic only takes into account workspace feeds and not domain feeds. We should update this logic so that it shows the setting if you have a workspace feed or a domain feed linked to the workspace.

Manual Test Steps

1. In Classic create a domain feed with policyA as the preferred policy
2. In NewDot connect QuickBooks to policyA
3. Make sure the Card reconciliation option shows on the integration settings.
