Device used: iPhone 15 iOS 18.5
App Component: Workspace Settings

Action Performed:

1. Launch ND Hybrid app and sign in with expensifail account
2. Navigate to the Workspace settings - Workflows, tap "Connect bank account"
3. Select "Log into your bank" and proceed with the flow to add a bank account until step 4 (Company information)
4. Exit the adding bank account flow by swiping to the right
5. Tap "Connect bank account" again
6. When navigated to the "Almost done" page, disconnect the WiFi and cellular data on your device
7. Tap "Start over" and "Yes, start over" on the confirmation screen

Expected Result:

"You appear to be offline" page is displayed after tapping "Start over" when the device is offline

Actual Result:

"You appear to be offline" page is not displayed after tapping "Start over" when the device is offline. The options "Continue setup" and "Start over" become greyed out.

Please re-state the problem that we are trying to solve in this issue.

"You appear to be offline" page is not displayed after tapping "Start over" when the device is offline. The options "Continue setup" and "Start over" become greyed out.

What is the root cause of that problem?

We don't disable startOver option when the user is offline here

Noted: we should do the same with continute setup option. And we should hide the right icon when the option is disabled like we did with Connect bank account here

@Expensify/design, should we redirect the "Continue setup" and "Start over" buttons to the "You appear to be offline" page as mentioned in the Expected Result section, or disable them and hide the arrows as @daledah proposed, or do you have any other ideas for the UI?

We typically don't use disabled buttons, right? I would think we would follow our standard offline patterns which wouldn't disable buttons, but might land you on a "You appear to be offline" page if needed.
