[Due for payment 2025-07-18] [Due for payment 2025-07-15] [Due for payment 2025-07-14] [$250] Tax rates filters shows duplicates on save

Coming from #61628

Found a bug on main related to #63706 (comment).

Steps:

1. Create two workspaces.
2. have similar Tax Rates on both.
3. Go to reports, Select one workspace as filter.
4. Go to Tax rate filter page, select any that are the same across workspaces( Note that this page will not show duplicates, which is expected and correct).
5. Save the filter.
6. Open the filter for tax rate again.
7. Note that now this page shows duplicates. (The bug).

@parasharrajat will be assigned to this issue, since he's working on a related PR and found the bug.
