Action Performed:

1. Go to staging.expensify.com
2. Open 1:1 DM with user that has no unsettled expense.
3. Submit an expense to the user.

Expected Result:

Report preview sender will show User A only

Actual Result:

Report preview sender shows User A & B briefly then changes to User A.

Workaround:
