Please re-state the problem that we are trying to solve in this issue.

Pressing back button doesn't work on the state picker

What is the root cause of that problem?

In this case, we use PushRowModal, and we don't enable shouldHandleNavigationBack in Modal, so pressing back button doesn't work

What changes do you think we should make in order to solve the problem?

enable shouldHandleNavigationBack in Modal
Or we can create the flag shouldHandleNavigationBack in PushRowModal and enable it if needed

What specific scenarios should we cover in automated tests to prevent reintroducing this issue in the future?

@trjExpensify you are missing the step of clicking the State field which navigates to the state picker screen.
