[$250] Back button reloads current report instead of returning to Reports list after clicking "New messages"

Action Performed:

1. Create a workspace
2. Create an expense
3. Make the report as paid
4. Trigger the Export -> All Data - expense level action under More:
   
5. This will make Concierge create a message exported to All Data - Expense Level Export with some delay
6. Before that message appears, go to the search Reports
7. Open the report from the list you exported
8. The report should have new message
9. Scroll up so the "New messages" button appears
10. Click the "New messages" button
11. Verify you are taken to the bottom of the messages and you see the export message
12. Press the browser Back button

Expected Result:

Pressing Back should return the user to the Reports list view.

Actual Result:

The current report reloads instead of returning to the Reports list.

Note: when you click the "New messages" button, the url changes. This may be the reason why then the back button fails to take you to the right page.
