1. Open https://staging.new.expensify.com
2. Go to a workspace chat and create an expense
3. Click on FAB
4. Click on Create report
5. Click on FAB

Expected Result:

QAB should display Create report

Actual Result:

QAB is disappeared

What is the root cause of that problem?

Create report QAB was hidden from this PR

What changes do you think we should make in order to solve the problem?

From this discussion in this issue, I see we only want to hide the QAB expense action for MC Test, so we should bring the Create report QAB back by reverting the create report QAB change from this PR

What specific scenarios should we cover in automated tests to prevent reintroducing this issue in the future?
