Background

We implemented multi-level tag upload here: #61755

Problem

When we go to upload a CSV of Multi Level Tags, if we currently have Multi Tags Enabled, we get a warning modal about "switching tag levels". When you confirm we erase the tags before you upload.

Solution

Change the copy for the modal to warn that uploading a new spreadsheet will overwrite their current tags:

Import tag levels
Importing a new spreadsheet will overwrite your current tags. We suggest you first download a backup by exporting your tags. Learn more about tag levels.

Then, on confirmation, do not erase the tags. Let that happen once the new spreadsheet is processed.

What changes do you think we should make in order to solve the problem?

1. Create the new prompt when users upload a new spreadsheet and they already imported the multi-tags before (the texts depend on design team)
2. Create the new state called isOverridingMultiTag, and set it true In startMultiLevelTagImportFlow if isMultiLevelTags is true
