Precondition: The workflow frequency is not set to Monthly

1. Go to a workspace
2. Enable Workflows
3. Turn on Submission frequency
4. Go to the Frequency page
5. Select Monthly

Expected Result:

The Monthly background should be highlighted (show focused state).

Actual Result:

The Monthly background is not highlighted after selecting Monthly.
