Action Performed:
Prerequisite: Account has at least one workspace.
Prerequisite 2: Delayed submissions and approvals enabled.
Open the Expensify app.
Open any workspace chat.
Create two manual expenses with "0,00" as amount.
Open the report of the just created expenses.
Long tap and select one of the expenses.
Tap on the dropdown menu and hold the expense.
Tap on "Submit" and "Approve"
Note that a modal with a "These expenses are on hold" message appears, despite only one of the expenses being held.
Expected Result:
After tapping "Approve" on a report with only one expense held, a confirm modal should appear, giving the option to approve only the unheld amount or the total amount.
Actual Result:
When trying to partially approve a report with two expenses with "0,00" as amount and only one of them held, a confirm modal with a "These expenses are on hold" message appears, despite only one expense being on hold.
