Action Performed:

1. Open a workspace that is eligible for upgrade
2. Begin enabling a Control Plan–only feature (e.g., Rules)
3. Upgrade the policy while still on the Workspace Upgraded page
4. Keep the Workspace Upgraded page open
5. Observe network traffic

Expected Result:

The endpoint should be invoked once at the time the feature is enabled.
No repeated or continuous API calls should occur after the feature is successfully configured.

Actual Result:

The endpoint (e.g., SetPolicyRulesEnabled) is continuously called in an infinite loop.
Calls only stop when the page is closed or navigated away from.
