mWeb - Both User A and User B are logged in to NewDot instead of User A logged out when creating a workspace for User B

issue was found when executing #7509

Action Performed:

1. Open an incognito window and go to expensify.com
2. Sign in to expensify.com as a brand new user (User A)
3. Click "Get Started" on WelcomeFree
4. Verify and note that User A is now logged into NewDot
5. Navigate back to expensify.com and sign out
6. Sign in to expensify.com as a brand new user (User B)
7. Click "Get Started" on WelcomeFree

Expected Result:

Verify User A is logged out, User B is logged in, only one workspace is created, and User B is brought to the Workspace settings view

Actual Result:

User A is logged out from NewDot. Both Users login.

@kavimuru I am a bit confused about the steps, so you are saying that userB should be logged into expensify.com and userA should stay connected to new.expensify.com? And what it is happening is that userA is logged out from new.expensify.com?

@pecanoro Sorry for the delayed response.

As per this PR #7509, User A should be logged out from new.dot when User B is logged in as per the step 8. Its failing here user A is still logged in.

I'm also confused about the expected and actual behavior. Here are the steps I tried:

1. I created a new account in OldDot with User A, then clicked Get Started on the Free Plan task, which opened up a new tab in NewDot with a new Workspace
2. I logged out in OldDot, which logged me out from both tabs (OldDot and NewDot)
3. I created another new account in OldDot with User B, then again clicked Get Started on the Free Plan task, which opened a new tab in NewDot with a new Workspace for my second test account.
4. The other NewDot tab was signed back in, but in the new account (User B)

This seems like the expected and correct behavior. I can't reproduce the behavior where user A is not signed out from both tabs.

@pecanoro can you reproduce the behavior where user A is still logged into NewDot after signing out of OldDot? If not, I recommend we close this issue until consistent reproduction steps can be found.
