Action Performed:

Precondition
Tags are enabled and there is at least one tag in a workspace

1. Navigate to staging.new.expensify.com
2. Navigate to a workspace chat
3. Create a new report and add two expenses to the report
4. Change the report name to anything
5. Open one of the expenses > Click on the tag field > Select any tag
6. Observe the report field

Expected Result:

The title should not be changed

Actual Result:

The title changes briefly

Recommendation: REVERT

PR #79294 should be reverted. While it fixes the issue of report titles not updating when reimbursable status changes, it introduces a regression where report titles flicker whenever ANY transaction field is updated, including tags.

The PR recalculates the report name on every transaction update (in getUpdateMoneyRequestParams), but this is unnecessary for fields like tags, categories, merchant, etc. that do not affect report totals.

Labels: No label changes needed - keeping DeployBlockerCash as this is a frontend bug.

Verification

The PR modifies:

• src/libs/ReportUtils.ts - Added populateOptimisticReportFormula support for {report:reimbursable}
• src/libs/actions/IOU/index.ts - Added recalculateOptimisticReportName function and calls it in:
  • getMoneyRequestInformation (line 3170)
  • getUpdateMoneyRequestParams (line 4288)

When a tag is selected on an expense:

1. User selects tag → updateMoneyRequestTag is called
2. → calls getUpdateMoneyRequestParams
3. → recalculates report name at line 4288 even though diff = 0 (tags don't affect totals)
4. → optimistic data updates report name briefly before backend responds
5. → causes visible flicker in the UI

Root Cause

The issue is in /home/runner/work/App/App/src/libs/actions/IOU/index.ts at lines 4287-4291:

This code recalculates the report name for ALL transaction updates, but it should only recalculate when fields that affect totals are changed (amount, reimbursable, billable, etc.). Fields like tag, category, merchant, description should NOT trigger a report name recalculation.

The fix needs to be more selective about when to recalculate the report name, only doing so when transactionChanges includes fields that affect the report total or reimbursable amount.
