Please re-state the problem that we are trying to solve in this issue.

Tapping Settings → Help opens help.expensify.com in an external browser tab instead of navigating to an in-product Help landing page where users can reach Concierge or the Help Site.

What is the root cause of that problem?

The Help menu item in InitialSettingsPage is configured as an external link — it calls openExternalLink(CONST.NEWHELP_URL) and shows a "new window" icon, with no in-app route or screen wired up:

There is no settings/help route, no SCREENS.SETTINGS.HELP constant, and no HelpPage component — the entire Help landing page is missing.

What changes do you think we should make in order to solve the problem?

Create a new HelpPage component at src/pages/settings/HelpPage.tsx following the same pattern as the existing AboutPage — a ScreenWrapper with HeaderWithBackButton, a ScrollView, and a MenuItemList containing two options:

1. Concierge — calls navigateToConciergeChat() to open the Concierge chat
2. Expensify Help Site — calls openExternalLink(CONST.NEWHELP_URL) to open the help site in a new window (with the external link icon)

Wire the route through the standard navigation stack:

• Add SETTINGS_HELP: 'settings/help' to ROUTES.ts
• Add HELP: 'Settings_Help' to SCREENS.ts
• Register the screen params in Navigation/types.ts
• Add the path in linkingConfig/config.ts
• Register the component in SettingsSplitNavigator.tsx
• Add helpPage translation keys to all 10 language files

Then update the Help menu item in InitialSettingsPage to navigate in-app (matching the About and Troubleshoot items pattern) instead of opening an external link.
