Feature Description

Add the Agents page in account settings when the user is on the customAgents beta. For now, let's just build the empty stage page with a non-functional new agent button. We will add support for listing agents and creating them in follow-up PRs. Opening this page should call the OpenAgentsPage API, though that API isn't yet functional.

Manual Test Steps

1. Sign into an account that isn't on the customAgents beta
2. Make sure you don't see the Agents page in account settings
3. Sign into an account that is on the customAgents beta
4. Make sure you do see the Agents page in account settings

Proposal

What is the root cause of that problem?

The Agents page doesn't exist yet. The CUSTOM_AGENT beta is already defined but unused — no screen, route, or menu item references it.

What changes do you think we should make in order to solve the problem?

Follow the same pattern as the Rules page:

1. Add screen constant in SCREENS.ts — add AGENTS: { ROOT: 'Settings_Agents' } under SETTINGS
2. Add route in ROUTES.ts — add SETTINGS_AGENTS: 'settings/agents'
3. Add type entry in Navigation/types.ts — add to SettingsSplitNavigatorParamList
4. Register screen in SettingsSplitNavigator.tsx — add to CENTRAL_PANE_SETTINGS_SCREENS
5. Add to SETTINGS_TO_RHP.ts — empty array for now (no sub-screens yet)
6. Create page at src/pages/settings/Agents/AgentsPage.tsx — empty state using GenericEmptyStateComponent with a non-functional "New agent" button
7. Add menu item in InitialSettingsPage.tsx — conditionally push to accountItems when isBetaEnabled(CONST.BETAS.CUSTOM_AGENT) is true
8. Add translations and Sentry label (AGENTS: 'Account-Agents' in CONST/index.ts)
