Fix the settled preview message

Details

Updating the settled message on the money request preview to say using Expensify in case admin has reimbursed the employee or when Wallet has been used (hard to test).

Additionally, this PR should ensure the optimistic payment message will always have positive payment amount.

Part of it is on hold for https://github.com/Expensify/Web-Expensify/pull/38210 but its not really important as the current behaviour is already a bit buggy
