Update HTMLEngineProvider to use VideoRenderer

Details

In this PR we are preparing New/Dot app for a backend changes connected to video player. Video attachment will be returned as <video> tags now, so we added temporary tag handling until video player component is ready.

1. For now our backend doesn't return any new tags so we can simulate it by replacing this fragment of code to:

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines

That snippet won't work in the console, I don't think there's a way to fully QA this yet actually.

We can still make sure attachments can be uploaded and show up correctly in the chat though (i.e. no regressions for other types), which I did - so feel free to check this off the checklist.
