Looks like what I stated in my proposal had already existed before TS-migration pr #33275 unnecessarily changed || or to nullish coalescing operator ?? so only needed to revert that change.

Precondition: Be offline (this is because in this PR we are fixing the tooltip not-showing problem before the BE returns the personal details data after mentioning)

1. Navigate to any conversation
2. Paste the text "@unexistingperson@gmail.com" into the Compose Box ( mention a contact that you don't have any conversation before)
3. Send the message
4. Hover over the mention "@unexistingperson@gmail.com" in the conversation
5. Verify that the tooltip is shown
