Tests

1. Open the app on a device and log in with credentials for user A.
2. Log in to the app on a separate device using credentials for user B and open 1:1 conversation with user A.
3. On the device logged in as user A, switch to offline mode.
4. While in offline mode, send three messages consecutively to user B.
5. Select and hold each of the three messages sent to user B and choose the delete option to remove them from the conversation.
6. Reconnect to the network to switch back to online mode.
7. On the device logged in as user B, check to see if the three deleted messages are not appearing

also, it's worth noting that this causes the successData,failureData, and finallyData for cancelled requests to not be processed, which created some unexpected behavior when paired with comment linking's requirement to maintain a continuous chain of reportActions linked by their previousReportActionID field

I consolidated logic a bit and added some tests for the base logic but if you want to:

1. Add some logic to de-dupe UpdateComment requests
2. Add tests that specifically cover the de-duping of UpdateComment and DeleteComment requests
