[No QA] Add missing --repo flag for cleanupDeployBlockers to work without a checkout

Explanation of Change

The gh issue list command was failing because it didn't know what repo to look in without being run from within a git repo (i.e: by doing actions/checkout). We can fix that without a checklist by just adding --repo flag.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
