[NO QA] Fix Retry Payment when failed for authentication

Explanation of Change

If we failed a purchase and have the authentication link it means we should redirect the user to the 3ds modal, so this pr does that.

PROPOSAL:

Tests

1. Create an account on NewDot
2. Create a Collect workspace
3. Add a GBP payment card (Settings > Account > Subscription) that will succeed in being attached to the user but will be declined when we run billing (4000008260003178).
4. Run billing: ./script/clitools.sh billingrun for the current month
5. Confirm that billing failed for your account (note you may need to restart auth and/or sign out and back in to NewDot)
6. Retry billing / re-authenticate
7. Very the 3ds modal shows up again on retry payment

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
