refactor: isolate setPolicyTagsRequired from Onyx.connect data

Explanation of Change

This PR is part of a refactor to remove Onyx.connect from the src/libs/actions/Policy/Tag.ts file and replace it with useOnyx.

It isolates the setPolicyTagsRequired function from the Onyx.connect data.

To ensure this refactor doesn't break anything, it adds automated tests to the setPolicyTagsRequired function.

It looks like ESLint is failing because of deprecated translateLocal. That is being deprecated in this GH. @roryabraham Can you advise on what's the best approach for these? I recommend:

• Using eslint-disable-next-line to suppress the deprecation warning

Sorry about that. My intention in marking that as deprecated was to prevent new usages from being added, but in so doing I underestimated the disruption to other open PRs from existing usgage. So I created #73142 to suppress lint on all existing usages.
