Explanation of Change

When the category of an expense report is unset, and the report currently has a category-related violation such as ‘Category no longer valid’, then immediately after unsetting the category and returning to the report, both the previous violation and the ‘Missing Category’ violation appear simultaneously, before only the ‘Missing Category’ violation remains. This PR ensures that only the ‘Missing Category’ violation is displayed, aligning the behavior with the server.

Prerequisite: Account has at least one workspace.
Prerequisite 2: "Categories" and "Members must categorize all expenses" enabled.

1. Open the Expensify app.
2. Open any workspace chat,
3. Create a categorized manual expense.
4. Navigate to "Workspaces" and open the workspace where expense was created.
5. Navigate to "Categories"
6. Disable the category used for created expense.
7. Navigate to expense report.
8. Note that a "Category no longer valid" error is displayed on category field.
9. Tap on the category field.
10. Tap on the disabled category to remove it from report.
11. Verify that when removing a disabled category from expense report, the "Category no longer valid" error should automatically disappear from report, and only the "Missing Category" error appears.
