Fix/70233 - After turning internet connection on again, expense still doesn´t appear on Reports section

Explanation of Change

If the Reports section of the Reports tab has already been loaded during a previous visit, when we submit a new expense and then navigate back to the Reports section while in offline mode, upon coming back online the newly created expense is still not displayed.
This issue occurs because the way we determine whether the section data is empty is not accurate.
This PR ensures that after coming back online, the new expense will be fetched and displayed.

Prerequisite: Account has at least one workspace.
Prerequisite 2: No expenses created on account yet.

1. Open the Expensify app.
2. Navigate to "Reports"
3. Navigate through different sections (Submit, Reports, Expenses), so they are already loaded for following steps.
4. Navigate to any workspace chat.
5. Create a manual expense.
6. Turn off internet connection.
7. Navigate to "Reports" again.
8. Note that the "Reports" section still show empty state screen.
9. While still on "Reports" turn on internet connection again.
10. Verify that expense is displayed.
