fix workspace last message when a member is removed

Details

This PR fixes the inconsistencies with the last message when a member is removed. The problem exists because the last action of the report is not a comment, and new NewDot didn't know how to handle this case:

What we're doing in this PR is setting the default title and subtitle when the workspace is archived. Also, I did a bit of refactoring to retrieve the policy name (or the old policy name if the workspace is archived) moving the logic to the new function ReportUtils.getPolicyName.

Tests

1. Create a new workspace from an account that's on the policyExpenseChat beta (e.g @expensifail.com)
2. Add a new member to the workspace via Manage Members > Invite
3. Log-in as the member and send a message in the member's workspace chat
4. Log back in again to the admin account and remove the member from the workspace via Manage Members > Remove
5. Verify the row chat (in LHN and search bar) should display the default subtitle (workspace name)
6. Now log-in as the member again
7. Verify the row chat (in LHN and search bar) includes the workspace name
8. Verify the footer message displays the workspace name instead of "undefined"
