Limit max digit for rates in Reimburse to be 8 digits

Details

This fixes the max number of digits to be 8 digits so that we don't get close to where JS turns numbers into scientific notation, nor does weird logic happen with numbers greater than Number.MAX_SAFE_INTEGER

1. Go to Setting - Workspace - Reimburse expenses
2. Enter a bunch of numbers, both before and after the decimal point
3. Verify that the final number should always be less than 8 digits (left of decimal point), and that deleting from the end of the input works as expected.
