[No QA] Upgrade claude-review and deploy blocker workflows to Opus 4.8

Explanation of Change

Bump Claude workflows action and model version to 4.8. The version was bumped elsewhere without setting effort so this PR has less diff now.

Only breaking change is that we need to set an effort level. xhigh is recommended typically, but the help docs action can be lower (high).

Supersedes #91141; I'll close that once this is green.
