Explanation of Change

This PR bumps Onyx from 3.0.75 to 3.0.79 (diff), which includes the following changes:

• Skip retries in retryOperation for non-retriable storage errors react-native-onyx#786
• Fix dead-code async-catch in tryOrDegradePerformance App react-native-onyx#784
• Make mergeCollectionWithPatches cache-first react-native-onyx#787
• [No QA] Require linked E/App PR in Onyx PR template react-native-onyx#790

Tests

1. Login with an account.
2. Go to Inbox tab, scroll the chat list a bit, assert the items are there as expected.
3. Go to a chat, send a message and react it, assert it works.
4. Go to Spend tab, scroll the chat list a bit, assert the items are there as expected.
5. Navigate to an expense details, assert it works.
6. Go to Settings -> Troubleshoot, use Import Onyx state to import any onyx state file you have. Assert the state was imported without issues.
7. Go to Inbox tab, scroll the chat list a bit, assert the items are there as expected.
8. Refresh the page/app, assert it works and data is still there.
9. Go to Settings -> Troubleshoot and clear cache, assert it works.
10. Go to Inbox tab again, scroll the chat list a bit, assert the items are there as expected.
11. Sign out and login again with same account, assert it works.
12. Open a chat and send a message — it appears immediately and persists after a reload.
13. Click mark-all-as-read — unread badges clear immediately and stay cleared after a reload.
14. Hold then unhold an expense — the badge toggles immediately and persists after a reload.
15. Submit an expense (FAB -> Submit expense) — it appears in the report with no duplicate and persists after a reload.
16. Switch workspaces via the workspace switcher — the LHN filters to the new workspace.
