Wrap the empty state on the Choose a rule page in a ScrollView to fix scroll.

Tests

1. Log in with an Expensifail account that has a workspace with a bank account, Expensify Card, and Rules enabled.
2. Go to workspace settings > Expensify Card.
3. Tap Issue card and proceed to Step 4 of the Issue card flow.
4. Enable Add spend rule.
5. Tap Copy existing.
6. Tap Choose a rule.
7. Rotate the device to landscape mode.
8. Verify the empty state page is scrollable and all content (illustration, title, subtitle) is reachable.
9. Rotate back to portrait and verify the layout is unchanged.
10. Repeat steps 2-6 with an account that has existing spend rules and verify the list is still scrollable with no regressions.

11. Scroll down the empty state and verify all content is visible and reachable.

This PR is a presentation-only fix: it wraps the existing "Choose a rule" empty state in a ScrollView so the illustration, title, and subtitle remain reachable in landscape mode (SpendRuleSelectionPage.tsx).

The Expensify Card / spend rules articles describe what the feature does and how to use it — none of that is affected by a scroll-container layout fix.
