Always scroll to the top where there are new options selected

Details

The previous version of this component was not scrolling to the top when new items were selected with something other than the Enter key. It's interesting that it was consistently reproducible because I believe this was a race condition between setState, scrollToIndex, and the onSelectRow callback triggering componentDidMount.

In any event, this simplifies things a bit and seems to work in all cases.

Tests / QA Steps

1. Open the New Group page
2. Scroll down the list a bit.
3. Click/tap on an option.
4. Verify that the list automatically scrolls back to the top.
5. (Web/Desktop) Use the arrow keys to scroll down the list a bit.
6. (Web/Desktop) Use the enter key to select an option. Verify that the list scrolls all the way back to the top and the first unselected list item is highlighted.

• Verify that no errors appear in the JS console
