[Bug]: Settings are inaccessible on mobile

Describe the bug

1. Use a small device or resize the window to a small size on a regular device:

   

2. Observe that the settings button disappears from the bottom bar, and it also doesn't appear in the "..." overflow menu, making the settings therefore inaccessible.

On the PinePhone, this affects both portrait and landscape, there doesn't seem to be any way to open the settings whatsoever.

Expected Behavior

Settings remain accessible via the "..." overflow menu on small screens. This doesn't seem to be the case.
